FORUMCC organized a pre-COP24 stakeholders’ session on 16th October 2018 at COSTECT conference hall. The session aimed at providing platform for stakeholders to discussion key negotiations issues towards the UNFCCC COP24. It was held back to back on the same day with the consultation session on NDC study report. Therefore, the session brought together fifty (50) stakeholders (31 male and 19 female) across the country. These were representative from the government, civil society, United Nations agencies, women and youth organisations, and media.

During the session, two main presentations were made by the Tanzania chief of negotiators and East African Community representative. These were followed by drafting the Tanzania CSOs statement of key messages towards the UNFCCC COP24.

Tanzania chief of negotiators – Dr. Freddy Manyika – shared the status of negotiations and national position towards the UNFCCC COP24. He started with providing overview of the conference with the six meetings to be held under *COP, CMP, CMA, SBI, SBSTA and APA. He highlighted that the main focus for the COP24 will be finalization of the Paris Agreement work program though pre-2020 issues remain integral part of the negotiations. He emphasized that Tanzania and developing countries’ priority remains to be adaptation and to ensure climate finance commitments are fulfilled.

The East African Community Representative, Eng. Ladislaus Kyaruzi, shared a presentation on national and regional consultative meetings and the role and engagement of civil society. He outlined the schedule for national consultative meetings and the regional one to be conducted in October and November 2018. He added that, the national meetings aims at identifying climate change priorities to guide negotiations during the UNFCCC COP24 in Poland; and the outcomes will be consolidated to develop a regional position paper. The position paper then will be shared with the Africa Group of Negotiators (AGN) as regional inputs to Africa priorities during the UNFCCC COP24 sessions. He highlighted that CSO engagement is important in the meetings and FORUMCC, as a network of climate change CSOs, has been invited and provided with five slots of representation at the Tanzania national consultative meeting.

After the two presentations and discussion, the CSOs representative at the session then identified and reviewed key messages that will form a statement towards the UNFCCC COP24. Five areas were identified to form part of the statement, these are: operationalization of the Paris Agreement; climate finance; facilitative ‘Talanoa’ dialogue; pre-2020 commitments and ambition; and domestication of the Paris Agreement and implementation of the NDCs.

The pre-COP24 stakeholders’ session contributed to enhanced participants’ understanding of the status and key issues of the negotiations and national position for each issue. It further helped in identifying entry points to influence the process from national, regional to the international levels. Also, importanly, the drafted statement will be used to contribute to the national and regional priorities and position paper through the EAC organized consultative meetings and internal national meetings.
