BUILD-UP TO COP21 AND ADOPTION OF PARIS AGREEMENT
Background
Global climate change initiatives and negotiations started early in 1970s whereby in 1979 the first
World Climate Conference (WCC) took place in Geneva, Switzerland. In 1988, the Intergovernmental Panel on Climate Change (IPCC) was set-up and released its fi rst assessment report in 1990. In 1990, both IPCC and second World Climate Conference, called for a global treaty on climate change1. On the same year (December 1990), United Nations General Assembly launched negotiations on what became the United Nations Framework Convention on Climate Change (UNFCCC). The
Convention was then adopted on 9th May 1992 and entered into force on 21st March 1994. The Convention now has 196 Parties (195 States and 1 regional economic integration organisation)2 and is approaching universal membership.
