ACCOUNTABLE CLIMATE ACTIONS AND FINANCE TRANSPARENCY INITIATIVE (ACATI)
The aim of this initiative is the strengthening of national and local CSOs to advocate and engage the Government to act responsibly and collaborate in relation to environment and climate resilience. The project works at National level, Ilala Municipal and Singida District Councils with the aim to enhance civil societies’ knowledge, skills and access to information to advocate for improved transparency, coherence and alignment of climate finance, and accountable climate actions at both local and national level. Also, to develop sustainable platforms for collaborative engagement on climate actions between civil society and local authorities.
Background
Tanzania, as one of the most climate vulnerable countries, has accessed climate funds from several multilateral and bilateral programs to address the adverse climate change impacts. The impacts to which net economic costs of addressing them could be equivalent to 1 to 2% of GDP per year by 2030. The funds accessed and their corresponding actions are inadequately coordinated; technical and governance capacity is weak, information flows are poor and public accountability is compromised. This leaves it unclear and doubtful whether climate finance is effective, efficient or equitable. The role of CSOs is critical in holding government accountable. But the effectiveness of many CSOs to engage and achieve greater government accountability is limited and needs considerable improvement. The action therefore contributes to address the challenge in order for the national government to put in place a clear, transparent and accountable climate finance governance framework and of local government to be transparent and accountable to their local communities on environmental issues. This will be done by strengthening national and local CSOs to advocate and engage government to act responsibly and collaborate in relation to environment and climate resilience.
Project Details
The Accountable Climate Actions and finance Transparency Initiative (ACATI) is a 36 months program that is implemented by FORUMCC jointly with Ilala Municipal Council, Singida District Council and Sustainable Environment Management Action (SEMA). ACATI aims to strengthen national and local Civil Society Organisations (CSOs) to advocate and engage the government to act responsibly and collaborate in relation to environment and climate resilience. Specifically, it intends to:
Enhance civil societies’ knowledge, skills and access to information to advocate for improved transparency, coherence and alignment of climate finance, and accountable climate actions at both local and national level; and
Develop sustainable platforms for collaborative engagement on climate actions between civil society and local authorities.

The program will be implemented in a set of five activity clusters, these are: Information generation and tools development; Capacity building; Advocacy and building collaborative platforms; Information dissemination and demands; and Building critical mass to demand accountability. The program target to work with, enhance capacity and influence the following groups: FORUMCC member organisations; Local Government Authorities (LGAs); Members of Parliaments (MPs); Ministry of Finance and Planning; Vice President’s Office Division of Environment (VPO-DoE); small-scale farmers and pastoralists; and communities across the country.
Expected Results
The action expects to reach approximately 5,000 farmers and pastoralists in three wards of one rural district (Singida rural) and approximately 10,000 women, youth and groups in Ilala Municipal (urban). Specifically the program expects to
Provide practical, user-friendly information to over 1,000,000 urban dwellers and 500,000 members of communities in rural areas across the country;
20 informed CSOs who are capable to track the delivery of climate finance; with fully developed tools, adequate data and facts, and accessible information;
20 CSOs capacitated to advocate for reforms that promote greater transparency and accountability as well as accessibility, particularly for women, youth, poor and vulnerable communities, with 4 Learning alliances formed, 10 Trainings held, and 4 Exchange visits held;
Improved LGAs and CSOs collaboration and collective actions, with 6 dialogue sessions held, 12 one-on-one meetings held, 4 training/workshop sessions held, 3 national CSOs CC policy forums, and links made with national networks;
Increased public debate on the use of climate finance. Advocacy materials produced and disseminated. 350 Media engagements (radio & TV), mass public awareness raised; and
Communities empowered to report on irregularities and demand actions. 30 public outreach events held with women and youth engaged.
