RESPONSIBLE ACTIONS AND FINANCING FOR CLIMATE CHANGE (RAFIC)

Responsible Actions and Financing for Climate Change (RAFIC) is a project which aims at Enhancing transparency and mobilization of climate change finance for effective adaptation in Tanzania. It specifically target to:

  To identify climate finance gaps in the agriculture and livestock sector ministries.
  Developing evidences and facts to back lobbying, advocacy and actions at local, national and internal levels.

The project which is supported by Rosa Luxemburg Stiftung (RLS) will be implemented from 1st March to 31st July 2015.

Activities

Forum CC will conduct two (2) action-based researches for climate change finance tracking.

  The first one will focus on climate change finance gaps in Agriculture and Livestock at the national level. The scope will be covering the past three financial years (2012/13, 2013/14 and 2014/15).
  The second one will be on the same Agriculture and Livestock sectoral budgets at local level in two districts: Kongwa District in Dodoma region and Gairo in Morogoro region.

The tracking is envisaged to establish specific financing gaps, who financed what, where-in terms of both nature of the response and geographical coverage. This is importance to see if funds go to the identified climate change hotspots. The methodological approach will combine a qualitative analysis of the policy context and quantitative review of public spending on climate change actions.

Other Activities Are.

One national stakeholders’ consultation workshop to solicit their inputs and foster report improvement. This will be a one-day session which will involve CSOs, agriculture sector, budget/adaptation/finance experts, relevant ministries / departments and development partners.

One local stakeholders’ workshop in each of the two districts; Kongwa and Gairo. Participants will be CSOs, Village Executive Officers, Ward Executive Officers, budget officers / planners, elected leaders and other local government authority decision makers. This will be a one-day session which will be for consultation and report improvement.

Launching of the report: This will be a half-day session and will include media briefing. Key policy messages will be shared. It is expected to be a big bang launch and will be an open event where as many stakeholders as possible will be invited.
 

It is a non-for-profit, member-based - of over 80 diverse organizations across Tanzania committed to work on climate change issues in Tanzania and beyond.
